I have in the past used lighter fluid and a cotton bud to remove grubby marks and the few times I have done this it seems to have helped.

There are various products on the market specially made for cleaning old and rare books. I have never used them and would be very interested in how things have worked for people.

Labels often become much easier to remove using either a hot iron or a hairdryer. These can soften the glue holding the label on and allow it to be peeled off

At the very least practice on other books first and if in any doubt then leave it well alone. Don't blame me if it all goes horribly wrong. More tips on cleaning can be found in rec.collecting.books newsgroup FAQ.
